Advice Threads to Horn Network

Moving the current events threads to the West Mall has turned out to be a good idea.

There seem to be a healthy amount of "advice" threads that crop up from time to time -- whether that is academic advice, legal advice, medical advice, or any professional advice really -- those topics seem to be more appropriate for the Horn Network board, so we're going to be moving them over there.
